国際電気通信連合憲章
1003 Harmful Interference: Interference which endangers the
functioning of a radionavigation service or of other safety
services or seriously degrades, obstructs or repeatedly
interrupts a radiocommunication service operating in
accordance with the Radio Regulations.
和訳：
1003 有害な混信: 無線航行業務その他の安全業務の運用を妨害し、又は無線通信規則に従って行う無線通信業務の運用に重大な悪影響を与え、若しくはこれを反覆的に中断し若しくは妨害する混信
英文を直訳したので文節が怪しいが、ポイントとしては
有害な混信とは
1.飛行機や船とかの無線の妨害する混信
2.すべてのオープンな無線通信業務（アマ局込）に悪影響を与えたりや反復して中断させたり妨害する混信
ってこと。２つを分離しているのは、前者は混信の影響で事故る可能性があり重要性が高いからであろう。
